Thanks Earl.  I definitely can see the benefit of implementing 1/2 points since it will further define/refine/differentiate scoring for maneuvers that warrant a 1/2 point score as you suggested.

F3A would benefit by half point scoring. Here's a comment I sent to Bob Skinner after the last cycle:
 
"5.1.8      Marking: Whole point increments were adopted before the 1 point / 15-degree rule was implemented and which now presents a conflict. I advocate the use of ½ point increments for accuracy and fairness. Example: Two fliers execute a K-1 maneuver, A is flawless and B displays an error of approximately 7 degrees. It is unfair to A for B to be scored 10 and likewise unfair for B to be scored 9, as there is no full point error. "
 
 The conflict with the 1/15 metric is obvious and forces a judge to decide which way to round a score when only a small error is present. Unfortunately, in this situation a well known flyer may be scored 10 and a lesser known one a 9 when in both cases a 9.5 was the correct score. 
 
I understand this proposal was put forward late by someone (Swiss?) last cycle and withdrawn. There is also a good deal of history with bruised feelings that occurred during the institution of the whole point rule. It's unlikely we (US) would be successful with a 1/2 point scoring proposal, but I suggest that we should support one if it is tendered by others.
