IMO, this is a positioning adjustment maneuver and somewhere along the line
some body with too much time on their
hands decided that a maneuver that was required to adjust positioning
needed to be judged !  In reality, if the guy designing
the sequence had his ducks in a row, he would have created the sequence
with the proper proceeding maneuver so that
positioning adjustments would not be necessary.

Years ago, in Intermediate, there was an outside loop (from the bottom )
that required the model to half roll to inverted
coming back from a turnaround maneuver that exited upright. The pilot was
required to perform the roll far enough before
center so that a 50 foot line could be drawn before entering the outside
loop. The only thing that was scored was the outside
loop as it was understood that the model had to be inverted at the point of
entry and the half roll was only a positioning
correction making it a simple task for the judges to ascertain if the pilot
could maintain center throughout the maneuver.
This offset stuff is akin to IMAC philosophy, where positioning is at best
a cavalier consideration and approaches a sloppy
appearing presentation. (Yeah, I know , I'm way too strict, but that's how
I feel ) !
