Hey Ed, If I understand you correctly, the engine is at 8900rpm and the 
plane is at 8400rpm?  I think you need bigger wings.

16.5x12W getting 8900rpm flying at 8400rpm with the restrictor at 3500ft 
using Magnum Dz fuel.
