Contest Board Procedures

This is truly amazing.  The technological leap to modern day seemed beyond
hope but now it is within reach.  After reveling in the relief of this
announcement for a few moments I'm already asking the next set of questions:
1. What are the new deadlines for the 2yr cycle?
2. How are rules changes made during the 2yr cycle such that they are posted
on the website?  I assume that approval of a rule change at any time makes
that rule effective immediately (when posted) and not deferred until the
next 2yr cycle,right?
