I prefer carpet padding or the convoluted foam rubber material sold as bed "toppers".
Wrap it around the wing or stab and staple it to a strip of wood on the outside. It has the added benefit that it is not inclined to slide around.
Do not air ship airplanes in bubble wrap. If the cargo hold is no pressurized the bubbles expand and damage the cargo!

  After looking at the prices I had an idea: Why make bags bubble wrap and seal the seams with silicone sealer? Inexpensive and effective.
