[NSRCA-discussion] District Vice President Elections

How does this process agree with the NSRCA Bylaws as posted on the NSRCA website? Here they are,

e. Ballots are to be distributed to the voting NSRCA members, whenever possible, by the end of November of the election year in a manner approved by the Board of Directors.

Were ballots sent out to those on the districts with a contested election? If not, why not?
