this that I could find, but with a little thought, I realized why. My
question is that there may be people within the District that we want
on the District List for contest reminders and so on, but don't happen
to belong to NSRCA (yet). Doesn't this isolate everything a little
more? I'm not sure that's good for each district, or the NSRCA either.
