matters of this nature.</FONT></DIV>
<DIV><FONT face=Arial size=2>The first and probably most important is whatever
rules are written.</FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV><FONT face=Arial size=2>The second is the matter of tradition. You don't
want to mess with this one without some serious thought.</FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV><FONT face=Arial size=2>The third is experience. </FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV><FONT face=Arial size=2>The fourth is reason. </FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV><FONT face=Arial size=2>Experience and reason are determinants of change.
Or they are what allows us to avoid foolhardy changes. They are required if an
organization is to survive. </FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV><FONT face=Arial size=2>With the event schedule as close as it is, this is
a very bad time for an organizational dispute. From my viewpoint it
looks as though the CD really does not have much of a say in it. </FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV><FONT face=Arial size=2>It is not a politically correct reference, but a
house divided will quickly fall. </FONT></DIV>

<DIV><BR></DIV>
<DIV><FONT face=Arial size=2>OK. </FONT></DIV>
<DIV><FONT face=Arial size=2>It's great to discuss NATS issues, but the
real issue here is the NATS plan. NSRCA runs the NATS. The way
things are setup, any changes from the previous NATS plan must be approved
by the NSRCA BOARD (VPS and Officers). </FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV><FONT face=Arial size=2>The plan must be submitted by the CD's
through Ron Van Putte who is the NSRCA VP and his main responsibility is
to direct the NATS for NSRCA. </FONT></DIV><FONT face=Arial size=2>
<DIV><BR>Ron is currently waiting on Chip Hyde and Dave Guerin (NATS
Co-Event Directors) to submit a complete proposal. Part of the delay
was due to final approval of the Team Selection Committee to agree to hold
the TSC as part of the NATS. </DIV>
<DIV> </DIV>
<DIV>I expect a proposal anytime, and the Board will then vote on
it. <BR><BR>The membership will then be informed. </DIV>
<DIV> </DIV>
<DIV>I understand the confusion, but discussing what will and will not
happen will only cause further confusion, as nothing has been approved as
of yet! I suggest that you contact your NSRCA VP once the plan has
been presented. As of this time, they don't know any more than you
or I do!</DIV>
