Will this rule also override the 3 minute rule, e.g., if a pilot has a problem
starting his plane/ getting it ready for takeoff? In many local contests, the 3
minute rule isn’t enforced, but for some large ones, the CD announces at
the start that 3 minute rule is in effect in order to keep things moving. Will
this rule remove that option for local contests? </span></font></p>
<p class=MsoNormal style='text-indent:.5in'><font size=3 face="Times New Roman"><span

Is the ‘unsafe conditions’ portion of the rule intended to allow a
pilot to abort a maneuver if he perceives a possible midair situation
